Thomas Claburn @ InfomationWeek:
Motorola Mobility has hired a number of experienced mobile and Web engineers from Apple and Adobe and is developing a Web-based mobile operating system as a possible alternative to Google’s Android software, according to a source familiar with the matter.

Claburn apparently gets his information from a one Jonathan Goldberg, an analyst. I don’t know Goldberg’s track record, so take it with a grain of salt.
I will point out that Motorola acquired 280 North back in August of 2010 and Cappuccino is practically half an operating system in itself.
Update: Looks like Motorola Mobility picked up Benoit Marchant, aka Mr. Gianduia.
